Flag Consideration Outcomes

What will result from the Flag referenda?

There are now stocks on:

Flag to be changed by 2018

Second Referendum Outcome: New Flag, Old Flag, or Other.

The page layout of the second referendum outcome is a bit confusing because FLAG.REF.OTHER is listed at the bottom of the page. Could it be moved into the same group as FLAG.REF.OLD and FLAG.REF.NEW?

Sorry if this has been addressed somewhere and I've missed it.. but if the red peak flag becomes an option and say it wins will options 1-4 in the first referendum close at $0? As notice the bundle available doesn't have an "other" option
