Need updating information on the withdraw page

Note on fees calculation:
Fees are only charged when users withdraw funds
Fees are set at 2% with a $2 minimum, subject to the following rules:
Only users with positive net earnings pay a fee on withdrawal, where net earnings is defined by net worth less total net cash deposits to your iPredict account since it was created
For users with positive net earnings that are less than $2, the fee is capped at that amount, meaning fees cannot turn your earnings negative

This needs to be updated to 4%
