China, India visitor visa to be waived in 2011?

Will the NZ government waive visa requirements on visitors holding China or India passports in 2011?

Is all I've seen. Seems a pretty big leap to suppose that relaxed documentation will turn into waiving the visa completely before the end of the year.

Are those pictures copied from Wikipedia? If so, shouldn't you be obeying its licencing conditions? GPL means free, but it has strings.

No way I can see this happening. Unless New Zealand wants to add a couple of billion to its population, this would be an absolutely horrible idea.
