Agree - best to draft it as "given the go-ahead" rather than "construction commenced", which could be a long time away.

Not sure i like this one - what exactly does "go ahead" mean? What is the current set of constraints on it going ahead? And there is a lot of grey around go ahead - e.g. if construction begins but not all resource consents required to finish have been approved, does that count? What if an appeal is lodged on a resource consent previously given. What if government takes northern corridor off the top priority list and refuses funding just as the last hurdle is cleared. And so on. I'll do a bit of research to see if a bright line test can be written. Feel free to post a draft definition here.
