Long Description

This contract will close at $1 if the NZTA either make cameras compulsory in Uber and Uber-like operators (Section 6 of NZTA Land Transport Rules: "Private Hire Vehicles") or no longer make cameras compulsory for taxi operators by 1 July 2016. Otherwise it will close at $0.

Judging Criteria 

The purpose of this contract is to forecast the likelihood of regulation change to alter the current standing between Uber and incumbent Taxi companies, in terms of barriers to entry in regards to requiring a camera in each car.

Legislation must be mandated by New Zealand's transport authority, NZTA. If NZTA is renamed, the contract will follow announcements from the renamed authority which performs the most similar tasks.

This contract will close at $1 if the NZTA announce the alteration of the Land Transport Rule: Operator Licensing Section 4, or any legislation which has the specified effect.

For reference, the current document is available here: http://nzta.thomsonreuters.co.nz/DLEG-NZL-LTSA-T.LTR-81001.pdf and specifies in Section 4A1(1) that the in-vehicle security camera systems apply to a taxi that is:
"(a) currently in use, or available for use, as a taxi but not at other times; and
(b) used by a taxi driver to accept a hire in an area listed in Schedule 5 unless that hire is as described in 4A.1(4)".

The contract will not close at $1 for any other legislative change which may affect Uber services.

This contract will be closed no later than 3 working days after the Close Date. The Close Date may be extended if the event outcome cannot be determined by that date.
