This contract will close at $1 minus the payouts from FLAG.REF.xx contracts.
Judging Criteria
The purpose of this contract is to forecast the likelihood of neither of FLAG.REF.OLD or FLAG.REF.NEW occurring. This could be as the result of a draw in referendum results, no second referendum occurring, or many other occurrences.
